n the late fall of 1989, T. Rowe Price made a strategic decision to open an operations center to house their customer
servicing divisions which they decided to consolidate from Boston into the greater Baltimore area. A thorough survey of the city and suburbs resulted in the decision to develop a build-to-suit facility in Owings
Mills. We created a strategy which allowed the client to acquire the building upon completion without taking on any development risk for the owner. As part of this assignment, we negotiated the
